About Us

The Maryland Office of the Inspector General for Health (OIGH) is an independent State agency dedicated to promoting accountability, integrity, and effective stewardship of public resources. OIGH carries out this mission through audits, investigations, program integrity activities, and oversight of programs affecting the health and well-being of Maryland residents.

What we do

• Perform audits of MDH programs and health care providers receiving Departmental funds 
• Investigate and audit Medicaid providers and recipients to ensure the integrity of the Medicaid Program 
• Ensure compliance with federal regulations and recommendations regarding integrity and ethics within MDH programs 

External Audit Unit

The External Audits Unit conducts independent audits of human services vendors, local health departments, and other entities that receive State health funding. The unit evaluates whether public funds were spent and reported in accordance with contract requirements, applicable laws and regulations, and generally accepted accounting principles. Its work identifies overpayments, underpayments, internal-control weaknesses, and opportunities to strengthen financial accountability and stewardship of public resources.

Program Integrity Unit

The Program Integrity Unit reviews, audits, and investigates matters involving suspected fraud, waste, abuse, overbilling, improper payments, recipient eligibility concerns, misuse of benefit cards, and misuse of public health program funds or benefits. Its work may involve health care providers, pharmacies, suppliers of durable medical equipment and supplies, Medicaid recipients, contractors, and other participants in Maryland health programs.

The unit may seek recovery of improperly received funds, pursue or recommend administrative action, and refer or coordinate matters with the Maryland Office of the Attorney General, State and federal law enforcement agencies, or other appropriate authorities.
